Minutes of Meeting

 

 

A special joint meeting of the Finance Committee and the Personnel & Negotiations Committee of the Rocky Hill Board of Education was held on Wednesday, May 19, 2004, in the superintendent's conference room.  Present were:  Anne Schmidt, Charles McMonigle, Neil Geldof, Catherine Vargas, Peter Arico, Nadine Bell, Francis Palazzolo, Director of Finance & Operations Gregory P. Turansky, and Supt. of Schools Dr. J. A. Camille Vautour.  The meeting was called to order at 8:15 a.m.

 

Mr. Turansky reported on the status of the 2003-04 budget and responded to questions of the committee members.  The status report also included references to the health benefits account and special education tuition accounts, and their impact on the overall budget status.

 

Dr. Vautour reported on the progress being made regarding the early retirement incentive plan that is being considered and provided projected savings estimates based on information received to date.

 

Mr. Turansky reported that he had done some research on capital improvement fund operations in other districts.  Some communities reported that their funds operated well, others expressed dissatisfaction with the fund.  Most respondents indicated that successful operations depended on the relationship that exists between boards of education and town councils, and most agreed that there is no way to build a firewall around the funds guaranteeing that the funds are ultimately expended on projects for and selected by the board of education.

 

The meeting adjourned at 9:50 a.m.
