Minutes of Meeting

 

 

A special meeting of the Personnel & Negotiations Committee of the Rocky Hill Board of Education was held on Thursday, December 9, 2004, in the superintendent's conference room.  Present were:  Charles McMonigle, Anne Schmidt, Francis Palazzolo, Nadine Bell, Peter Arico, Director of Finance & Operations Gregory P. Turansky, Asst. Supt. Laura R. Boutilier, and Supt. of Schools J. A. Camille Vautour.  The meeting was called to order at 8:05 a.m.

 

A review of school staffing was conducted by the committee.  Dr. Vautour pointed out the number of part-time paraprofessionals is significantly greater in the elementary schools.  This is attributed to two factors.  The first has to do with the referrals coming out of the State’s Birth to Three Program.  The recommendations accompanying these students as they leave the program typically include paraprofessional services.  The second factor has to do with a surge in the number of autistic children in our schools.

 

Comparative data on staffing was provided to the committee for all ERG D towns.  Note was made that with respect to ratio of teachers to administrators, Rocky Hill had the 2nd highest out of 21 towns.  Dr. Vautour pointed out that the statistic undermines the perception that Rocky Hill is administratively top heavy.

 

Mrs. Boutilier reviewed results of a survey conducted on ERG D and CREC member districts concerning curriculum coordination.  Eighty three percent of the respondents indicated that they do provide for curriculum coordination.  There is considerable variability ranging from stipends and release periods to full-time personnel.  Mrs. Boutilier indicated that she felt the survey data supports the need for Rocky Hill to provide for greater curriculum coordination.  She emphasized this was particularly important in the area of math at this time with the introduction of a new elementary math series and the extensive work on curriculum at the secondary level.
